Islamic Ideological Council Declares Withholding Tax on Withdrawals Un-Islamic, Opposes Amendments to Qisas and Diyat Law

Islamabad: The **Council of Islamic Ideology (CII)** has declared that the imposition of **withholding tax on cash withdrawals from banks** is un-Islamic and amounts to exploitation.

The decision came during a meeting chaired by **CII Chairman Raghib Naeemi**, after which an official statement was issued. The council emphasized that such a tax is against Shariah principles.

#### Human Milk Banks Allowed Under Conditions

On the matter of **human milk storage**, the council stated that specialized institutions can be established under specific conditions. However, it stressed that **legislation must first be enacted** to avoid misuse, and the CII should be consulted when drafting such laws.

#### Opposition to Amendments in Diyat Law

The CII opposed the proposed amendments to the **Qisas and Diyat law**, rejecting changes to the prescribed Islamic standards. It maintained that the traditional measures of **gold, silver, and camels** for determining diyat (compensation) must remain intact. The council criticized the proposed bill, which removes silver and sets a non-Islamic gold-based standard.
