Balochistan Government Announces Major Increase in Compensation for Civilian Victims of Terrorism

Quetta: On the directives of Balochistan Chief Minister Mir Sarfraz Bugti, the provincial government has significantly increased compensation for civilian victims of terrorism under the Balochistan Civilian Victims of Terrorism (Relief and Rehabilitation) Act, 2014, as amended in 2025.

According to a notification issued by the Balochistan Home Department, the revised compensation package will take effect from April 16, 2026, with the aim of providing greater financial relief and faster rehabilitation for families affected by terrorist incidents.

Under the revised policy, compensation for the families of civilians killed in terrorist attacks has been increased from Rs. 1.5 million to Rs. 2.5 million.

Compensation for victims who suffer severe injuries resulting in the loss of limbs or permanent disability, as certified through a Medico-Legal Certificate (MLC), has been raised from Rs. 500,000 to Rs. 750,000.

For victims who sustain minor injuries and remain unable to work for more than two weeks, compensation has been increased from Rs. 200,000 to Rs. 250,000.

The government has also enhanced compensation for damage to residential properties. Owners of homes completely destroyed in terrorist incidents will now receive Rs. 1 million, up from Rs. 500,000, while compensation for partially damaged houses has been increased from Rs. 100,000 to Rs. 250,000.

Compensation for commercial properties, including shops, kiosks, and business establishments, has also been revised. Owners of completely destroyed businesses will receive Rs. 750,000, compared to the previous Rs. 500,000, while compensation for partial damage has been increased from Rs. 100,000 to Rs. 200,000.

The package also provides higher compensation for livestock losses. Compensation for the loss of a buffalo, cow, ox, or horse has been increased from Rs. 40,000 to Rs. 70,000 per animal, while compensation for sheep, goats, or donkeys has doubled from Rs. 10,000 to Rs. 20,000.

For cargo damaged during transportation due to terrorist incidents, compensation will be based on verified documents. In cases of total loss, owners will receive 50% of the value stated on the cargo booking slip, while 15% compensation will be paid for partial losses.

The notification also introduces special compensation criteria for damages to heavy machinery, heavy transport vehicles (HTVs), and light transport vehicles (LTVs), taking into account the vehicle’s model, year, and engine capacity.

The Home Department has directed all relevant departments to ensure transparency and timely processing of compensation claims. District Compensation Committees (DCCs) have been instructed to thoroughly verify all cases before forwarding them to the Home Department.

The Agriculture Engineering Department and the Communication and Works (C&W) Department have been directed to assess damages impartially based on on-ground inspections and the actual condition of affected property.

Authorities have been instructed to complete and submit all compensation cases within two weeks of the incident to ensure prompt relief for victims.

The notification also clarifies that vehicles covered by valid insurance policies will not be eligible for additional compensation from the Government of Balochistan.
