Balochistan Cabinet Condemns Indian Aggression, Approves Key Legal and Administrative Reforms

Quetta – A significant meeting of the Balochistan provincial cabinet, chaired by Chief Minister Mir Sarfraz Bugti, was held on Tuesday at the Chief Minister’s Secretariat in Quetta. The cabinet strongly condemned Indian aggression and the baseless allegations following the incident in Indian-occupied Pahalgam, expressing regret over India’s provocative stance despite Pakistan’s offer of transparent investigations. The Chief Minister affirmed that the people of Pakistan stand united with their armed forces and will defend the nation against any imposed war.
The cabinet also expressed deep sorrow over the tragic Nushki incident and extended heartfelt condolences to the affected families. CM Bugti briefed the cabinet that rescue operations began immediately after the accident, with helicopters and ambulances transporting the injured to Quetta, and critically wounded patients were later flown to Karachi.
Commending the health department’s swift response, the Chief Minister praised the efforts of doctors, paramedical staff, and health officials. The cabinet, in light of the Nushki tragedy, voiced serious concern over the growing issue of smuggling, particularly of illegal fuel and goods, and called for urgent and effective countermeasures.
The cabinet ordered a comprehensive investigation into the Nushki incident and approved several major legal and administrative decisions, including:
The Balochistan Establishment of Special Court for Overseas Pakistanis’ Property Act 2025 for safeguarding the assets of overseas Pakistanis.
The establishment of a Center of Excellence on Countering Violent Extremism to enhance efforts against terrorism and address the issue of missing persons.
Approval of the Balochistan Civil Servants and Employees Benefit and Death Amendment Policy 2020 to provide better relief to government employees and their families.
The Balochistan Anti-Terrorism Amendment Bill 2025, aimed at strengthening anti-terror laws.
Endorsement of the National Food Safety, Animal and Plant Health Regulatory Authority framework.
Updates to Balochistan Labour Rules to combat forced labor and protect home-based workers.
Approval of Rules for Persons with Disabilities 2024, aimed at improving services and protections for disabled individuals.
Amendments to the Motor Vehicles Rules 1969 by the Excise and Taxation Department to align with current needs.
In the health sector, the cabinet approved a four-tier service structure for pharmacists and drug inspectors, promoting professional growth. Additionally, the Balochistan Local Councils Street Rules 2025 and various development projects announced by the Chief Minister were formally approved.
To increase employment, the cabinet decided to advertise all vacant posts from Grade 1 to 15 for merit-based recruitment. For environmental protection, the Balochistan Safe and Environmentally Sound Recycling of Ships Bill 2025 was passed. To prevent food losses, the food department was instructed to sell existing wheat stocks in the open market before spoilage, with a Bid Acceptance Committee to determine fair pricing. It was also decided not to purchase new wheat this year.
The cabinet approved Rs. 140 million for the Quetta Safe City Project, with instructions for the IT Secretary to complete the initiative by June 2025. Lastly, the appointment of the new Chairman of the Balochistan Board of Intermediate and Secondary Education was formally endorsed.
Speaking at the conclusion, CM Bugti emphasized the government’s commitment to transparency, merit, and the rule of law, asserting that the cabinet’s decisions will lay the foundation for a stable, prosperous, and just Balochistan.
