Pakistan Increases Customs Valuation by Up to 175% for 62 Smartphones, Including iPhone, Samsung and Google Pixel

Islamabad (Kudrat Daily) – The Federal Board of Revenue (FBR) has significantly increased the customs valuation of imported mobile phones by up to 175%, making dozens of smartphones more expensive, including popular models of Apple, Samsung, Google Pixel, and OnePlus.
According to official documents, the Directorate General of Customs Valuation has issued a revised valuation ruling (Ruling No. 2070), under which new customs values will be applied to imported mobile phones. The revised rates will directly increase taxes on imports.
The new valuation covers 62 mobile phone models, including both new and used devices, and will apply regardless of the condition of the handset. Authorities stated that importers can file a review petition within 30 days.
The FBR clarified that used mobile phones must have been activated at least six months prior to import, and importers will be required to provide activation details for verification by customs officials.
iPhone Price Increase
Under the new valuation, several Apple iPhone models have seen significant increases. The used iPhone 15 Pro Max has been revised to $505 from $460, while the iPhone 15 Pro is now valued at $472 instead of $390. Other models such as the iPhone 14 series, iPhone 13 series, and older versions have also seen increases ranging from modest to significant adjustments.
Samsung Galaxy Revision
Samsung Galaxy smartphones have also become more expensive. The Galaxy S23 valuation has been increased from $140 to $250, while the S22 Ultra 5G has jumped from $160 to $260. Multiple S and Note series devices have also been revised upward.
Google Pixel Price Hike
Google Pixel phones also saw major increases. The Pixel 9 Pro XL has been raised from $260 to $348, while other models including Pixel 8, Pixel 7, Pixel 6, and older versions have all seen higher customs valuations.
OnePlus and Other Brands
OnePlus devices have also been affected, with models like OnePlus 12, 11, and 10 series seeing revised valuations. Other devices, including select Samsung variants, have also been included in the updated list.
Key Policy Changes
The FBR stated that all imported commercial quantities of used phones will be valued according to the new schedule, regardless of condition. If a model is not listed, its valuation will be determined under the Customs Act 1969.
Additionally, if declared invoice values are higher than the customs valuation, duties will be calculated on the higher amount. Air freight costs will also be included in the valuation where applicable.
Customs authorities have been directed to strictly implement the new ruling across all collectorates and report any irregularities immediately.
The move is expected to significantly increase the cost of imported smartphones in Pakistan’s market.
