FBR Chairman Announces Relief for Small Businesses on Point of Sale Implementation

Islamabad – Chairman of the Federal Board of Revenue (FBR), Rashid Langrial, has announced relief measures for small traders regarding the implementation of the Point of Sale (POS) system, assuring that businesses unable to afford the system will not be forced to install it and no trader will be harassed.

According to Express News, a delegation of the Central Organization of Traders Pakistan, led by its President Kashif Chaudhry, met FBR Chairman Rashid Langrial. Member Inland Revenue Zubair Bilal and other officials were also present during the meeting.

During the discussion, Kashif Chaudhry apprised the FBR chairman of the problems faced by traders, complaints of harassment by FBR officials, and the difficulties small businesses are encountering due to the POS system.

He said that despite traders’ reservations, the POS system was first implemented at local and international brands and chain stores, which have computerized systems, backup power, trained staff, and administrative structures, making adoption relatively manageable. However, smaller businesses within these markets continue to face serious practical challenges. He added that POS implementation has significantly increased operating costs for small traders, while actions such as documentation drives, fines, and shop sealing in the name of compliance have created fear and uncertainty among the business community.

Kashif Chaudhry further stated that FBR has now expanded its operations beyond brands and chain stores to general markets and small shops, using heavy convoys and raids that give the impression of action against an enemy force. He termed this approach humiliating and mentally distressing, alleging selective issuance of notices, harassment, shop sealing, and fines.

In response, FBR Chairman Rashid Langrial assured the delegation that traders’ issues would be resolved. He emphasized that no trader would be harassed, strict action would be taken against individuals involved in blackmailing traders, and FBR staff would be suspended on proven complaints of bribery or corruption. He also clarified that traders who cannot afford the POS system will be exempted, and future steps will be taken in consultation with trader organizations to build trust and cooperation.
