Unfair NFC Formula Reflects Weakness of Federal System, Says Former Senator Sana Baloch

Quetta: Former Senator of the **Balochistan National Party (BNP)**, **Sana Baloch**, has criticized Pakistan’s current federal and financial framework as **“unjust and outdated,”** calling for a fairer distribution of national resources and greater provincial autonomy.
In a statement on social media platform **X**, Sana Baloch said that the **27th Constitutional Amendment** and the existing **NFC (National Finance Commission) formula** still fail to deliver justice to the provinces. He argued that despite the **18th Amendment**, which devolved key sectors such as **education, health, water, and local development** to the provinces, the **federal government continues to retain 42.5%** of divisible revenues.
Drawing comparisons with **India, Germany, and Canada**, Baloch noted that these federal systems allocate a **larger share of financial resources** to their states or provinces, ensuring a balance between responsibilities and available resources.
He questioned how a federation could remain strong when **Balochistan and Khyber Pakhtunkhwa**, the provinces with the **highest poverty levels and lowest revenue capacity**, receive the **smallest fiscal space**.
Baloch urged the government to **reduce the federal share**, **enhance provincial autonomy**, and move towards a **fair, effective, and genuine federal structure** that reflects the spirit of equality and justice among all federating units.
