KDA Property Transfer Branch Scandal: Fake Documents, Suspicious Power of Attorney, and Transfers in the Name of Deceased Individuals Exposed

Quetta: A massive corruption scandal has surfaced within the property transfer branch of the Quetta Development Authority (KDA), involving illegal property transfers, misuse of authority, and widespread irregularities. According to credible sources and internal documents, a well-organized corruption network is operating within the institution, transferring public land for personal profit through illegal means.
Reports indicate that for every property transfer, bribes amounting to millions of rupees are being taken, which are not only distributed among a few individuals but shared across the entire network. This network reportedly involves senior officers, junior clerks, peons, and other staff members. Some lower-ranking employees, who do not have the authority to make transfer decisions, are allegedly being fraudulently presented as “Directors” and are signing off on key documents.
In some shocking revelations, property transfers have been carried out using fake Power of Attorney documents, whose legal validity is highly questionable. The most startling discovery, however, is that some plots have been transferred to individuals who passed away years ago. It seems as though the dead are rising from their graves to transfer their plots to others.
According to the legal requirements for property transfer, an advertisement must be published in prominent newspapers to inform potential claimants. However, in KDA, this condition is either completely ignored or advertisements are published in newspapers that have no public access. As a result, original owners are kept in the dark, and fake transfers are given a legal appearance.
In the Federal Board of Revenue (FBR), a nominal symbolic amount is reportedly deposited under tax claims, while the remaining money is divided among the officials. This practice results in a massive annual loss to the national exchequer, while claims of transparency and integrity within the KDA are exposed as hollow.
The public is outraged by this situation. Citizens are accusing authorities of unlawfully taking possession of their land and properties through fraudulent transfers. Victims and civil society organizations are demanding that the Government of Balochistan and the National Accountability Bureau (NAB) take immediate notice, set up a high-level inquiry committee, and take strict legal action against the involved officials and staff members.
