Government Introduces Strict New Rules on Foreign and Dual Nationality for Civil Servants

Islamabad (News Desk) — The federal government has introduced strict new regulations concerning foreign and dual nationality among civil servants, with violations potentially resulting in dismissal from government service.

According to details, the government has taken a significant step by implementing the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, following approval by Prime Minister Shehbaz Sharif. The notification has been formally issued by the Establishment Division.

The new rules are aimed at enhancing transparency regarding foreign affiliations within the civil service and addressing national security concerns.

Under the regulations, all government officers will be required to disclose not only their own foreign nationality status but also provide details regarding the foreign citizenship or nationality status of their spouses and dependent children.

Officials must also submit complete information about foreign passports, permanent residency permits, green cards, or any other residency-related documents issued by foreign countries.

The rules further state that no civil servant may seek or acquire the nationality or passport of another country without obtaining prior formal approval from the Government of Pakistan.

The government has warned that failure to disclose foreign nationality or related affiliations of an officer or their family members will be treated as serious misconduct under the new regulations.

If an investigation determines that an officer deliberately concealed information or provided false details, strict departmental action may be taken. Such action could ultimately lead to removal from government service.

Officials say the new framework is intended to strengthen accountability, transparency, and compliance with national security requirements across the civil service.
