Gwadar Development Authority Plans Rs280 Billion Mega Projects Under Smart Port City Master Plan

GWADAR: Gwadar Development Authority has announced plans to launch mega development projects worth approximately Rs280 billion under the second phase of the Gwadar Smart Port City Master Plan aimed at transforming Gwadar into a modern, smart, environmentally friendly, and globally connected port city.

The decision was taken during a high-level meeting chaired by Director General GDA Moeen Ur Rehman Khan to review and finalize proposed projects for Gwadar’s upcoming 10-year development program.

The meeting was attended by Chief Engineer Haji Syed Muhammad, Director Town Planning Shahid Ali via video link, along with senior engineers and project directors, including Mir Doda Khan Marri, Mir Jan Baloch, Sheikh Asif Ghani, and Deputy Director Town Planning Abdul Razzaq.

During the briefing, Abdul Razzaq said the GDA is preparing a comprehensive 10-year umbrella PC-I development program in line with provincial government directives. The proposal will be submitted to the provincial and later the federal government for approval and funding, with expectations of inclusion in the 2026–27 fiscal budget.

Officials said the development plan aims to ensure the effective implementation of the Gwadar Smart Port City Master Plan and integrate ongoing business and infrastructure projects into a coordinated framework.

According to the meeting briefing, the master plan has entered its second phase, focusing on modern urban infrastructure, industrial development, socio-economic growth, environmental protection, tourism promotion, and improved municipal services.

Key proposed projects include the establishment of a Central Business District, Special Economic Zones, GDA Housing Schemes, ecological corridors, and micro-planning initiatives under the master plan.

The program will also include commercial centers, public spaces, museums, heritage centers, coastal tourism resorts, foreign tourist resorts, the Grab Beach Park project, and a GDA Club.

Participants also discussed the upgradation of Senator Muhammad Ishaq Cricket Ground, underground electricity cabling, installation of solar-powered streetlights on GDA highways, green belts, and beautification projects across the city.

Under the Old Town Rehabilitation Project, development works are planned for Shambay Ismail Ward, Sarbandar, and Pishukan, including road construction and expansion, sewerage and drainage improvements, streetlights, memorial monuments, and modern municipal services.

The meeting was informed that proposals are also under consideration for laying nearly 200 kilometers of new water pipelines and establishing water desalination plants to improve water supply in master plan areas.

Officials further said the 10-year program includes construction and expansion of internal and external roads, completion of incomplete GDA roads, and development of new highways according to the master plan.

Addressing the meeting, DG GDA Moeen Ur Rehman Khan said Gwadar is set to emerge as Pakistan’s future economic, trade, and maritime hub, adding that development projects are being designed according to modern requirements, environmental standards, and international benchmarks.

He said Gwadar’s strategic importance, along with China-Pakistan Economic Corridor (CPEC), port activities, international trade, and investment opportunities, gives the development program the potential to transform the city’s future.

According to the DG GDA, Gwadar is expected to become a strong economic engine not only for Balochistan but for the entire country in the coming years.
