Creation of Chief of Defence Forces Post Essential for Pakistan’s Security, Says Lt. Gen (R) Amir Riaz

*Islamabad (Daily Qudrat)* — Former Quetta Corps Commander, Lieutenant General (Retd) Amir Riaz, has stated that the proposed constitutional amendment to establish the post of **Chief of Defence Forces (CDF)** is a crucial step for Pakistan’s national defense strategy. According to him, the role aims to enhance **coordination, planning, and operational synergy** among the three armed forces—tasks that the current Joint Chiefs of Staff Headquarters are unable to execute at this level.
Speaking to Azad Digital on Monday, Lt. Gen (R) Amir Riaz said the concept of a Chief of Defence Forces is not new and has been under consideration since 2005. “For years, we have emphasized the need for a central command to ensure **policy alignment, planning, and decision-making** among the Army, Navy, and Air Force. Now is the time to turn this concept into reality,” he added.
He further explained that the creation of the CDF post will not only bring **discipline to the defense system** but also allow for more **cohesive national security decisions**. “This position is necessary to provide a unified vision for defense planning, maintaining balance among land, air, and naval forces,” he said.
Lt. Gen (R) Amir Riaz indicated that in the future, the position could be held by a Naval or Air Force chief, but initially, the institution must be established on a **strong foundation**. “If stabilized in the right direction, this will mark a historic advancement in the country’s defense structure,” he stated.
Experts have noted that the 27th constitutional amendment, by establishing the CDF post, represents a **major reform in Pakistan’s military framework**, aiming to facilitate **direct policy-level coordination and decision-making** among the heads of the three services. Lt. Gen (R) Amir Riaz emphasized that this move will **strengthen inter-service cooperation** and enhance Pakistan’s **strategic capabilities**, which are increasingly critical amid evolving regional dynamics.
