Balochistan Makes E-Bidding Mandatory for All BSDI Projects

QUETTA:The Balochistan government’s Planning and Development Department has made electronic bidding (e-bidding) mandatory for the procurement of all projects and schemes under the Balochistan Special Development Initiative (BSDI), regardless of their estimated or total cost.
According to an official circular issued by the Planning and Development Department, the provincial cabinet decided at its meeting held on October 8, 2026, that procurement for all BSDI projects must be carried out through the electronic bidding system of the Balochistan Public Procurement Regulatory Authority (BPPRA).
The circular directs all deputy commissioners and chairpersons of district councils to refrain from using manual tendering or traditional procurement methods for any scheme or project under the initiative.
The department warned that any deviation from these instructions would be taken seriously and could result in action under the relevant rules. It also directed all concerned authorities to ensure strict compliance with the decision.
The move comes amid concerns raised by the All Balochistan Government Contractors Association over the tendering process for BSDI projects.
The association’s president, Mir Abdul Salam Langove, chairman Malik Abdul Ghaffar Mandokhail, and general secretary Malik Mujeeb Mehtarzaei had expressed serious reservations about the process.
They alleged that contracts for BSDI projects were being sold openly during meetings at hotels and called on Balochistan Chief Minister Mir Sarfraz Bugti, the provincial chief secretary and other relevant authorities to take notice of the alleged irregularities.
The mandatory e-bidding policy is expected to standardise the procurement process for BSDI projects, while the government has directed officials to ensure that all tenders are processed through the prescribed electronic system.
