Ziarat Tragedy Judicial Commission Rejects IG Police Report as Unsatisfactory, Summons IG with Complete Record
QUETTA: The Commission of Inquiry investigating the terrorist attack at Mangi Dam in Ziarat district has rejected the report submitted by the Balochistan Inspector General of Police (IGP), declaring it unsatisfactory and ordering the IG to appear in person with a comprehensive report and all relevant records.
The commission, headed by Justice Muhammad Amir Nawaz Rana, held an open-court hearing on the incident. Additional Attorney General Muhammad Fareed Dogar, Deputy Attorney General Anwar Naseem Kansi, Additional Prosecutor General Habibullah Gul, Deputy Prosecutor General Abdul Mateen, AIG (Legal) Shafiqur Rehman and the commission’s registrar also attended the proceedings.
In compliance with the commission’s August 18 order, Advocate General Balochistan Abdul Latif Kakar and AIG (Legal) Shafiqur Rehman presented a comprehensive report on behalf of the provincial police chief.
After examining the report in open court, the commission declared it unsatisfactory, observing that it did not adequately address the requirements and questions outlined in the terms of reference (TORs) and that all relevant records had not been provided.
The commission directed the Inspector General of Police Balochistan to personally appear at the next hearing along with a fresh comprehensive report from the police department and its subordinate departments, as well as all relevant records. The Advocate General was also instructed to inform the IG about the order.
Meanwhile, several lawyers from Ziarat, Harnai, Loralai and adjoining areas appeared before the commission and voluntarily offered legal assistance to help establish the facts surrounding the Mangi Dam incident.
The lawyers included Shams-ur-Rehman Kakar, Abdul Musawwir, Sadiq Khan, Barkhurdar Khan Achakzai and Habibullah Khan Nasir.
During the hearing, Naseemullah, brother of a martyred security official, appeared before the commission along with other relatives of the victims. He said many families of the deceased belonged to remote areas and had been unable to register their names within the prescribed deadline due to travel difficulties.
Taking the families’ difficulties into consideration, the commission extended the deadline for registration and submission of names from August 28 to September 3, 2026.
The commission’s registrar informed the hearing that a public notice had been published on August 19 on the front pages of leading Urdu and English newspapers, while a media campaign had also been launched through the Directorate General Public Relations (DGPR).
The Additional Attorney General sought more time to obtain necessary instructions from the relevant authorities, which the commission granted.
The Commission of Inquiry adjourned further proceedings until Thursday, August 27, 2026, at 1:00pm.
