Pakistan Government Orders Civil Servants to Declare Dual Nationality Within 90 Days

Islamabad: The federal government has directed all civil servants to declare any dual nationality within 90 days as the Establishment Division begins implementing the Foreign Nationality Rules 2026.
According to an official memorandum issued by the Establishment Division, the new regulations came into effect on June 1, 2026. A special declaration form regarding foreign nationality has been prepared and circulated to all ministries, divisions, and relevant government institutions.
Under the new rules, all government officers and employees are required to disclose complete details of any foreign citizenship, passport, permanent residency status, and other foreign affiliations.
Civil servants must also provide information regarding the citizenship and immigration status of their spouses and dependent children.
The government has made it mandatory for new recruits to submit declarations concerning foreign nationality and immigration-related matters as part of the hiring process.
The memorandum warns that any officer or employee found concealing facts or providing false information may face departmental disciplinary action.
In addition, disclosure of participation in foreign immigration programs, overseas residency arrangements, and travel-related documents has also been made compulsory under the new policy.
The Establishment Division has specifically directed officers of the Federal Board of Revenue (FBR), including Customs and Inland Revenue Service officials, to submit their declaration forms by July 8.
According to the memorandum, the disclosure policy introduced under the Foreign Nationality Rules 2026 requires all civil servants to report the acquisition of foreign citizenship or enrollment in any immigration program, reinforcing transparency and accountability within the public sector.
