KP CM Says Some Institutions Act Above Law, Vows to Enforce Civil Supremacy

Peshawar: Khyber Pakhtunkhwa Chief Minister Sohail Afridi has stated that certain elements consider themselves above the law and do not operate even under the authority of the prime minister, emphasizing the need to establish civil supremacy in the province.

Responding to a question regarding governance in Malakand Division, the chief minister said that, except for Bajaur, administrative control has been established in most districts and efforts are underway to ensure that all institutions function within the framework of the Constitution and law.

He stressed that, constitutionally, all institutions fall under his authority, but those who act beyond legal boundaries tend to operate independently. “Those who consider themselves above the law do not work even under the prime minister and instead act on their own will,” he remarked.

The chief minister added that the provincial government is also working on a comprehensive plan to restore peace in Malakand Division, as well as in the southern region and merged tribal districts. He expressed optimism that peace could be achieved within 100 days if all institutions play their role sincerely.

Discussing governance, he said that despite the absence of a full cabinet, departmental performance remains strong, and work is progressing efficiently. He noted that expanding the cabinet is necessary to reduce administrative burden and improve governance, adding that outstanding issues have been resolved and a cabinet announcement will be made soon.

On the development package for merged districts, the chief minister said that out of the promised Rs 1 trillion package over 10 years by the federal government, only around Rs 187 billion has been released so far, leaving approximately Rs 532 billion outstanding over seven years.

He further stated that development projects worth around Rs 342 billion are already underway in various districts, while a new initiative under the “Rokhana Tribes” program will include the remaining funds. The province has also committed an additional Rs 50 billion from its own resources, which will be reflected in the Annual Development Programs for 2026–27.

The chief minister reiterated his commitment to strengthening governance, ensuring rule of law, and accelerating development in the province’s tribal and underdeveloped regions.
