Balochistan Cabinet Approves Pink Bus Service, Bank of Balochistan, and Measures Against Pollution

Quetta: The 20th meeting of the Balochistan cabinet, chaired by Chief Minister Mir Sarfraz Bugti, approved several key initiatives focused on climate change, public transport improvement, administrative reforms, and social welfare.
The cabinet congratulated Chief of Defence Forces, Field Marshal General Asim Munir, on assuming his new responsibilities. The Chief Minister praised the Pakistan Army’s defensive strategy under his leadership during recent Indian aggression, stating that *“the Armed Forces possess the capability to face all challenges, and the people stand firmly alongside their military.”*
### **Pink Bus Service for Women Launched**
For the first time in Balochistan’s history, the cabinet approved the launch of a dedicated **“Pink Bus Service” for women**, aimed at providing safe and reliable public transport. Additionally, it was decided to expand the routes and fleet of the existing Green Bus Service to enhance travel facilities for the public.
### **Pollution-Causing Rickshaws and Motorbikes to Be Phased Out**
In a major environmental decision, the cabinet approved a **phase-wise ban on smoke-emitting rickshaws and motorbikes**. Plans were also approved to introduce **electric bikes and electric rickshaws** across the province. The Chief Minister highlighted climate change as a significant challenge and noted that **Balochistan’s first Climate Fund** has already been established to tackle environmental issues.
### **Bank of Balochistan Approved**
The cabinet granted principal approval for the establishment of the **Bank of Balochistan**, directing that it be made functional by next year. The Chief Minister instructed that the bank’s management board be formed on a **100% merit basis**, free from all political influence.
### **Justice of Peace Powers Granted**
Divisional Commissioners, Deputy Commissioners, and Assistant Commissioners have been delegated **Justice of Peace powers**, enabling them to instruct police on FIR registration and address harassment complaints.
### **Education and Legislative Approvals**
The cabinet exempted taxes on the construction of additional rooms in 3,000 single-room schools and approved the expansion of **90% of these schools to at least two rooms within three years**.

* Appointment of Chairperson for the Balochistan Environmental Protection Tribunal
* Birth and Death Registration Model By-laws 2022
* Tax on Land and Agriculture Income Rules 2025
* Balochistan Livelihood Support Project
* Amendments to the Balochistan Levies Force Service Rules 2023
The meeting focused on improving governance, addressing climate change, and expanding essential public services across the province.
