Pakistan, Kyrgyzstan Urge Afghan Government to Address Security Concerns; Sign 15 MoUs to Boost Bilateral Cooperation

Islamabad: Pakistan and Kyrgyzstan have jointly urged the Afghan interim government to honor commitments made to the international community and address Pakistan’s security concerns by taking concrete and verifiable action against terrorist elements operating from Afghan soil. The call came during high-level bilateral talks held in Islamabad, where both nations signed 15 Memorandums of Understanding (MoUs) to enhance cooperation across multiple sectors.

Prime Minister Muhammad Shehbaz Sharif and Kyrgyz President Sadyr Japarov led delegation-level discussions attended by Deputy Prime Minister and Foreign Minister Ishaq Dar, Chief of Army Staff General Syed Asim Munir, key federal ministers, and senior officials.

During the meeting, both leaders emphasized the deep-rooted historical ties, shared cultural values, and common vision for regional peace and prosperity that form the foundation of Pakistan–Kyrgyzstan relations. They reaffirmed their commitment to strengthening cooperation in trade, energy, connectivity, and people-to-people exchanges.

**Trade Volume Targeted at $200 Million by 2027–28**
Highlighting the need to enhance economic cooperation, both sides agreed to increase bilateral trade and investment. Through effective implementation of newly signed agreements, Pakistan and Kyrgyzstan set a target to raise bilateral trade volume to $200 million by 2027–28. The leaders also expressed satisfaction over the successful holding of the fifth meeting of the Kyrgyzstan–Pakistan Joint Ministerial Commission in Islamabad on 28–29 July 2025.

Recognizing the strategic importance of regional energy connectivity, both sides reaffirmed their commitment to the timely and effective implementation of the CASA-1000 project — an initiative aimed at boosting energy cooperation between Central and South Asia.

**Support for QTTA Road Corridor and Regional Connectivity**
Both nations welcomed progress under the Quadrilateral Traffic in Transit Agreement (QTTA) to enhance road connectivity and facilitate smooth regional transit. They stressed the need for secure, stable, and long-term multidimensional linkages between Pakistan and Kyrgyzstan.

**Joint Call for Regional Peace and Rule-Based Conflict Resolution**
The leaders discussed key regional and global developments, expressing concern over rising security threats. They agreed that all regional conflicts should be resolved peacefully in line with international law, particularly the UN Charter and relevant UN Security Council resolutions.

**Afghanistan: Fulfill Commitments, Address Pakistan’s Security Concerns**
Reiterating their commitment to a peaceful and stable Afghanistan, the leaders agreed that the Afghan interim authorities must fulfill their commitments to the international community and take verifiable steps against terrorist groups posing threats to Pakistan.

**Strong Support for Palestine**
The two leaders exchanged views on the ongoing situation in Gaza and reaffirmed their unwavering support for the Palestinian people’s right to self-determination and the establishment of an independent, viable, and sovereign Palestinian state based on pre-1967 borders with Al-Quds Al-Sharif as its capital.

**15 MoUs Signed Across Key Sectors**
During the visit, Pakistan and Kyrgyzstan signed 15 MoUs covering cooperation in:

* Energy
* Minerals
* Trade
* Education
* Law and justice
* Culture
* Tourism
* Other areas of mutual interest

Prime Minister Shehbaz Sharif hosted President Japarov at the Prime Minister’s House with a ceremonial Guard of Honour. The two leaders later held a one-on-one meeting, followed by a luncheon and a joint press briefing summarising the key outcomes of their discussions.
