Balochistan Young Scholars Forum Demands Inquiry into Alleged Irregularities at University of Balochistan

QUETTA:The **Balochistan Young Scholars Forum** has strongly condemned the alleged misconduct, favoritism, and manipulation in the **Graduate Studies Office (GSO)** at the **University of Balochistan**, calling for an immediate inquiry into the matter.
In a press statement, the Forum accused **GSO Chairman Dr. Qaiser** of running a “dictatorial and biased” system that allegedly promotes favoritism, blackmail, and manipulation in admissions, particularly for **MPhil and PhD programs**. The statement claims that qualified candidates are being **rejected on the basis of personal preferences** while certain individuals with connections are being unfairly admitted.
The Forum alleged that the **computerized testing, scanning, and scoring machines**, purchased two years ago at a cost of millions, have been **deliberately disabled** to shift the evaluation process back to **manual checking**, creating more room for manipulation. “This is not the first time—last year, a relative of a GSO official was allegedly passed with 80 marks, raising serious doubts about the transparency of the process,” the statement said.
The scholars further questioned why departmental faculty and **Dean-led committees** are not being involved in preparing and evaluating test papers. “When clerks are checking MPhil and PhD entrance tests, how can we ensure academic fairness and integrity?” the statement read.
The Forum emphasized that **manipulated entry tests**, biased decision-making, and **a lack of academic ethics** are driving brilliant researchers out of the province, damaging both the university’s credibility and Balochistan’s academic future. “This is nothing short of a conspiracy to paralyze higher research in the province,” the statement asserted.
Highlighting the **Higher Education Commission’s guidelines**, the Forum stated that MPhil and PhD entry tests should be developed by subject experts, with a vetted question bank and **statutory approval from the Academic Council, Senate, and Syndicate**. “None of these processes are being followed,” the Forum claimed, “as Dr. Qaiser operates as if he were a Mughal emperor, unchecked and unaccountable.”
The statement also raised concerns over **the university’s declining reputation**, and the wasted potential of scholars whose valuable time and research contributions are being lost due to mismanagement and nepotism.

…to **urgently form an inquiry committee** to investigate the allegations, restore academic integrity, and ensure that admissions and research at the University of Balochistan are based on merit, transparency, and ethical standards.
The Forum concluded by stating that if no action is taken, **Balochistan’s academic future will remain hostage to personal interests and institutional decay**.
