Governor Balochistan Advocates Global Partnerships to Bridge Gap Between Human Development and Humanity

Shanghai:Governor of Balochistan, **Jaafar Khan Mandokhail**, has emphasized the need for **global cooperation between developed and developing nations** to bridge the disconnect he perceives between human advancement and humanitarian progress.
In a high-level meeting with **Lui Ping**, Deputy General Secretary of the Shanghai Municipal Government, Governor Mandokhail said,
> “In my political career, I have observed a growing gap between the advancement of humans and the underdevelopment of humanity. To address this, we must promote **partnerships**, facilitate the **exchange of knowledge and science**, and pursue **economic progress** free from exploitation, for a **shared and brighter future** for all mankind.”
Also present at the meeting were **Ye Liang**, Director General of the Shanghai Municipal Foreign Office, and **Lui Lian**, Deputy Director of the Chinese People’s Institute of Foreign Affairs (Asian, African & Latin American Affairs).
During his visit, Governor Mandokhail and his delegation toured **Tongji University’s School of Architecture and Engineering**, where a **special agreement was reached to provide scholarship opportunities** to students from Balochistan for **Master’s and PhD programs**.
He noted that a major objective of his official tour was to leverage **technological advancement and international collaboration** to place **Pakistan—especially Balochistan—on the path of modern development**.
> “With China’s full cooperation and guidance, we can accelerate our economic progress, strengthen infrastructure, modernize municipal governance, and uplift the living standards of our citizens,” the governor said.
Governor Mandokhail highlighted that **Pakistan and Balochistan face multiple challenges** in the fields of **energy, technology, minerals, and agriculture**, and thus require the **support and expertise of developed nations and international organizations**.
He also criticized past governments for failing to maintain strategic development momentum, stating:
> “The lack of a consistent developmental strategy has cost us dearly.”
Citing **China-Pakistan Economic Corridor (CPEC)** as a model, he said China’s expertise in building **roads, sewage systems, railways, and ports** could help Pakistan address its infrastructure gaps and unlock new economic opportunities.
Moreover, he acknowledged **China’s achievements in poverty alleviation, agriculture, and human development**, emphasizing their value for Pakistan.
The visit was part of a broader official tour, with a delegation including former Balochistan Chief Minister **Dr. Abdul Malik Baloch**, provincial ministers **Mir Sadiq Umrani** and **Mir Asim Kurd Gello**, **ANP’s Dawood Khan Achakzai**, **Nawab Changez Khan Marri**, **Friends of China Chairman Baizad Khan Kasi**, and **Nawab Mehrab Khan Marri**.
The visit aims to strengthen **bilateral relations**, encourage educational and technological exchange, and open avenues for **economic collaboration and social development** in Balochistan.
