Quetta Development Package: Complete Ban on Parking and New Shops on Zarghoon and Inscumb Roads; BHC Orders Utility Agencies to Remove Obstacles
Quetta: The Balochistan High Court, comprising Chief Justice Muhammad Kamran Khan Malakhel and Justice Muhammad Najamuddin Mengal, has issued strict directives for ongoing road construction under the Quetta Development Package (CMPQD), aiming to complete 70% of roadwork before Eid-ul-Fitr.
During a hearing on a constitutional petition regarding road construction and traffic issues, CMPQD Project Director Rafiq Baloch reported that work on the road from Akram Hospital to Imdad Chowk is progressing rapidly, with footpaths, streetlights, and other auxiliary works scheduled for completion by April 30, 2026.
Considering heavy traffic on Zarghoon Road (50,000–70,000 vehicles daily), the court approved a proposal to use the eastern section as the main carriageway instead of a service road. The court directed the Deputy Commissioner, DIG, and SSP Traffic to prohibit any government or private parking during and after construction.
Addressing the upcoming Easter festival, the court instructed prioritization of construction at Imdad Chowk and the corner of Methodist Church following a request by advocate Mehak.
The court expressed strong displeasure over obstacles caused by SSGCL pipelines and the Cantonment Board Quetta along Samangli Road, ordering all relevant agencies including QESCO, PTCL, and WASA to hold a joint meeting before Eid and promptly issue necessary No Objection Certificates (NOCs) to avoid hindrance in development work.
Taking strict notice of illegal shops and roadside parking, the court imposed a complete ban on any new commercial activity or shop construction along Inscumb and Zarghoon Roads. The Deputy Commissioner Quetta and Administrator Metropolitan Corporation were instructed to appear personally at the next hearing with notifications and compliance reports regarding the ban.
The case was adjourned for further hearing until April 9, 2026.
