PPP Leader Qadir Patel Mocks Policy on Non-Filers in National Assembly, Speaker Smiles

Islamabad: During the ongoing National Assembly session discussing the budget for the upcoming fiscal year, Pakistan Peoples Party (PPP) leader, Abdul Qadir Patel, made sarcastic remarks about the government’s policy on non-filers, which had Speaker of the National Assembly, Ayaz Sadiq, smiling.
Patel began his address by acknowledging the tradition of speeches made during the budget debate, stating that although the budget is a significant matter, this year’s budget was being shaped under the shadow of wars. He emphasized that the budget was being created in response to shifting global and regional dynamics, which could lead to unexpected situations at any moment. He stressed the need to focus more on national and geopolitical issues rather than personal concerns.
Patel criticized the government’s assumption that the PPP would support all policies, asserting that his party would not back any measure that goes against the public or national interest. “This year’s budget demands a comprehensive focus, and we must be prepared for any unforeseen circumstances,” he added.
He then shifted his attention to the government’s controversial policy regarding non-filers. Patel mocked the policy, stating that non-filers would face severe restrictions, such as being unable to open bank accounts, withdraw money from their existing accounts, or even participate in the stock market. He also pointed out the limitations imposed on their ability to buy or sell property.
Referring to the policy’s implications on personal freedoms, Patel argued that it violated Articles 23 and 18 of the Constitution, which safeguard personal freedom and property rights. He further ridiculed the idea, stating that non-filers would face humiliation in everyday activities—such as not being served chutney with samosas and being forced to limp with one leg to “show the world” they were non-filers.
Patel’s humorous and sarcastic remarks about non-filers brought a smile to Speaker Ayaz Sadiq’s face, as the assembly members listened to his critique.
The session continues as debates on the budget and fiscal policies unfold.
