Nawab Aslam Raisani Calls for Major Constitutional Reforms and End to PECA Law

Quetta:Former Chief Minister of Balochistan and Chief of Sarawan, Nawab Mohammad Aslam Raisani, expressed his views on social media platform X, emphasizing that the Constitution of Pakistan, after being damaged by martial law, hybrid governments, and puppet rulers, needs more than just restoration. He argued that the Constitution requires “major surgery and a transplant,” starting with the pressing issue of missing persons. Only after addressing this issue should constitutional amendments be considered.

Raisani highlighted the necessity of creating a new formula to ensure full autonomy and access to resources for the federating units, which would require a restructuring of the current governance model. He criticized the existing parliamentary system, saying that a parliament based solely on numerical majority is a tool for exploiting weaker nations. He suggested that the parliament should be structured on the basis of equality, where every province’s majority holds equal value.

Furthermore, Raisani proposed that the federal government should only manage three departments: finance, foreign affairs, and communications. All other powers should be transferred to the federating units to ensure the survival of the federation.

In his statement, he also called for the repeal of the 26th and 27th constitutional amendments and the PECA (Pakistan Electronic Crimes Act) law, arguing that these amendments and laws were imposed by the government and its supporters.

Raisani’s remarks reflect a strong call for decentralization, constitutional reforms, and the protection of provincial rights to ensure a more equitable and functional federation in Pakistan.
