Iran and Makkah Defence Pact Countries Agree to Continue Talks; Joint Statement Issued

RAWALPINDI (Daily Qudrat): Iran and the member countries of the Makkah Defence Alliance — Pakistan, Saudi Arabia and Turkiye — have agreed to continue negotiations to strengthen regional cooperation. Iranian officials issued a statement at the conclusion of the four-party meeting held in Tehran.

The statement released on Iranian media said that the meeting discussed the situation of peace and security in the region and the possibilities of enhancing cooperation among the four countries.

The statement said that all participants unanimously agreed to continue talks for this objective.

It may be noted that the meeting was hosted by Secretary of Iran’s Supreme National Security Council, Major General Mohsen Rezaei.

Senior officials from Pakistan, Turkiye and Saudi Arabia participated in the meeting. Field Marshal Syed Asim Munir and Interior Minister Mohsin Naqvi were present on behalf of Pakistan. Under the Makkah Defence Pact, the military leadership of Saudi Arabia, Pakistan and Turkiye met with the Iranian leadership.

Earlier, Chief of Defence Forces Field Marshal Asim Munir arrived in Tehran, the Iranian capital, on an official visit.

The key objective of this important meeting was to discuss security matters and regional cooperation in the context of the ongoing war and rising tensions in the region.

It is pertinent to note that this meeting is the first high-level direct contact between the three countries included in the Makkah Joint Defence Pact and Iran during the current conflict.

According to international news agencies, Saudi Arabia was represented by Defence Minister Prince Khalid bin Salman, while Turkiye was represented by its intelligence chief.

Tehran four-party meeting was proposed by Asim Munir: Iranian Foreign Ministry

Meanwhile, Iranian Foreign Ministry spokesman Esmail Baqaei said that the proposal for the four-party meeting in Tehran was put forward by Field Marshal Asim Munir during his previous visit to Iran, which the Iranian authorities accepted.

He said that Iran is hosting high-level delegations from Saudi Arabia, Pakistan and Turkiye. The purpose of this dialogue is to explore possibilities for reducing regional tensions.

Esmail Baqaei said that the meeting would discuss important regional matters, including Israel’s expansionist policies, developments in Lebanon, and the impact of US and Israeli military actions against Iran.

According to Iranian officials, these contacts could also prove to be an initial step toward the formation of an effective regional security system, keeping in view the interests of the countries of the region.

Background of the Makkah Defence Pact

It may be recalled that Saudi Arabia, Pakistan and Turkiye signed a joint defence agreement in Makkah in August 2026, under which an armed attack on any one member country will be considered an attack on all three countries. The agreement stipulated that necessary measures would be taken to protect the territorial integrity, sovereignty and internationally recognised borders of the member states.

Following this agreement, in early October, senior defence officials of the three countries held an emergency meeting in Riyadh, in which arrangements were agreed for the rapid deployment of troops and defence capabilities in Saudi Arabia. This development came in the context of growing security concerns in the region.
