Balochistan Announces Computerized Vehicle Licensing, Mandatory Third-Party Insurance, and Digital Radio System

Quetta: The Government of Balochistan has announced a series of major reforms and modernization initiatives for the fiscal year 2026–27 aimed at improving the efficiency, transparency, and performance of the Excise, Taxation and Anti-Narcotics Department.
According to budget documents, the department plays a key role in tax collection, revenue generation, and anti-narcotics operations across the province. The new measures are designed to modernize tax administration, increase revenue, and strengthen efforts against vehicle theft, fraud, narcotics-related crimes, and terrorism.
One of the most significant reforms is the computerization of all vehicle licenses. Under the new system, existing manual and outdated licenses will be gradually replaced with modern online computerized licenses.
Officials said the initiative will create a comprehensive and accurate database of vehicles and owners, helping authorities prevent forgery, illegal ownership transfers, and the use of fake documents. The digital record system is also expected to assist law enforcement agencies in tracking stolen vehicles and identifying vehicles used in criminal or terrorist activities.
The provincial government has also decided to make third-party vehicle insurance mandatory. Under the proposed system, insurance companies will compensate victims for financial losses resulting from traffic accidents.
Authorities believe the measure will provide quicker financial relief to accident victims, reduce disputes between citizens, and help minimize lengthy legal proceedings. Experts say the introduction of mandatory third-party insurance, similar to systems used in many developed countries, will improve road safety and traffic discipline.
In another modernization step, Balochistan plans to introduce personalized or vanity number plates linked to biometric verification. Citizens will be able to obtain customized registration numbers, while biometric authentication will enhance the security and transparency of vehicle ownership records.
The government is also introducing digital reforms to strengthen revenue collection, including the automation of property tax systems, implementation of modern digital tax management tools, and measures to curb tax evasion. Officials expect these initiatives to improve transparency and increase provincial revenues.
Meanwhile, budget documents reveal that Rs101 million has been allocated for a Digital Radio System Project during the 2026–27 fiscal year.
The project will expand two-way digital radio communication networks to improve coordination between government departments and field offices. It includes the installation of modern radio towers and mobile communication stations across the province.
Officials said the upgraded communication system will enable faster, more secure, and more effective information sharing, particularly during emergencies, natural disasters, and other critical situations. The project is expected to significantly strengthen communication capabilities among government agencies operating in remote areas of Balochistan.
