Sindh CM Approves AI-Based Job Portal and Grievance System for Persons with Disabilities

Karachi: Chief Minister of Sindh, Murad Ali Shah, has approved the development of a Special Employment Exchange Job Portal and an integrated grievance redressal system to enhance employment opportunities and institutional support for persons with disabilities across the province.
The decision was taken during a high-level meeting at the Chief Minister House, where CM Shah emphasized that empowering persons with disabilities through technology and institutional support is a cornerstone of the Sindh Empowerment of Persons with Disabilities Act 2018.
The meeting included senior officials, including Principal Secretary Agha Wasif, Secretary DEP&D Taha Ahmed Farooqi, Vice Chancellor of Sukkur IBA Professor Asif Ahmed Sheikh, Pro-Vice Chancellor Dr. Abdul Rahman Soomrani, HOD Computer Science Professor Mujtaba Sheikh, and other relevant officers.
CM Shah highlighted that the 2018 Act provides a comprehensive legal framework to protect the rights and dignity of persons with disabilities and ensure their full inclusion in society. Under this law, the Sindh government is committed to providing equal opportunities in education, employment, healthcare, and public life, enabling persons with disabilities to participate independently and with dignity.
The Act also mandates the establishment of specialized institutions and support systems, including a centralized database of persons with disabilities, issuance of government disability certificates and cards, implementation of a 5% job quota in all government departments, execution of inclusive educational policies, province-wide awareness campaigns, and annual progress reporting to monitor compliance and impact.
After detailed deliberation, CM Shah approved a collaboration with Sukkur IBA to develop a digital job portal with AI-based job matching, available in Sindhi, Urdu, and English, ensuring easy and inclusive access for all persons with disabilities in Sindh.
“The goal is to enable persons with disabilities to actively contribute to decision-making and social development while recognizing the unique abilities of every individual,” CM Shah said. He noted that the portal will directly connect the Sindh government with persons with disabilities, enhancing transparency and efficiency while ensuring merit-based recruitment across provincial departments.
Additionally, a new digital grievance system will be integrated to register and resolve complaints promptly, safeguarding the rights of persons with disabilities. The project will follow a strict timeline, with a prototype expected by February 2026, and the full job portal and grievance modules to be operational by May and July 2026, respectively.
CM Shah also reviewed progress at the Government Special Education and Rehabilitation Center in Qambar. The newly constructed 6,000 sq. ft., two-story building includes 10 specialized rooms and, in partnership with the Mary Adelaide Leprosy Center (MALC), will serve as a dedicated rehabilitation center for children with developmental and neurological challenges.
“This center symbolizes our collective commitment and hope for supporting children facing physical and neurological development challenges,” CM Shah added.
