CM Balochistan Urges Officers to Uphold Integrity and Ensure Effective Governance

Quetta (Qudrat Daily) – Chief Minister Mir Sarfaraz Bugti emphasized that effective governance, public trust, and administrative efficiency depend on capable, principled, and ethical officers. He made these remarks while addressing assistant commissioners and section officers at the certificate distribution ceremony marking the completion of the first pre-service training course at the Balochistan Civil Services Academy on Monday.
Provincial ministers, members of the provincial assembly, Chief Secretary Shakeel Qadir Khan, Director General Abdul Hafeez Jamali, and other senior officials were present at the event.
Mir Sarfaraz Bugti stated that the real test for the officers begins in the field, where their professional life will be judged on service, honesty, and leadership. He highlighted that integrity is the key to success, while corruption is a major challenge. Officers should avoid illegal practices, as true respect and progress come from adherence to principles.
He clarified that policy-making is the responsibility of the elected government, while officers are tasked with ensuring effective implementation without hesitation or delay. “We are responsible for policy creation, and officers are responsible for implementation; bridging this gap should be the officers’ ultimate goal in serving the nation,” he said.
Addressing the officers, Mir Sarfaraz Bugti urged them to serve the people of remote areas on merit, promote balanced development, and prevent any tolerance for violence or terrorism. He warned that elements attempting to destabilize the state will not succeed and highlighted a recent incident involving a university professor linked to terrorism, urging officers to remain vigilant against anti-state propaganda.
He also stressed that Article 5 of the Constitution of Pakistan mandates unconditional loyalty to the state and that all officers must prioritize this duty. For the first time in the academy’s history, a disciplinary action was taken against a trainee, demonstrating that no compromise will be made on discipline.
Concluding the ceremony, Mir Sarfaraz Bugti issued orders to appoint daily-wage employees of the academy on a contractual basis and to include the academy’s library in next year’s budget.
