Pakistan’s Loss-Making State-Owned Enterprises Cost Treasury Rs833 Billion in FY2024-25

ISLAMABAD:The Ministry of Finance has released a report listing loss-making state-owned enterprises (SOEs), revealing that they inflicted a total loss of Rs833 billion on the national exchequer during fiscal year 2024-25.
According to the report, the **National Highway Authority (NHA)** recorded the highest loss of Rs295 billion. The **Quetta Electric Supply Company (QESCO)** suffered losses of Rs112.7 billion, while the **Peshawar Electric Supply Company (PESCO)** posted losses of Rs92.7 billion.
The report further stated that **Pakistan Railways** incurred losses of Rs60 billion. The **National Power Parks Management Company** recorded losses of Rs46 billion, while the **Neelum Jhelum Hydropower Company** suffered losses of Rs29.4 billion.
Other major loss-making entities include **Pakistan Steel Mills** (Rs26 billion), **Sukkur Electric Power Company (SEPCO)** (Rs25.31 billion), **Pakistan Post** (Rs19.3 billion), and **Pakistan Agricultural Storage and Services Corporation (PASSCO)** (Rs19 billion).
Meanwhile, several government-owned companies posted significant profits during the same fiscal year. The **Oil and Gas Development Company Limited (OGDCL)** earned a profit of Rs170 billion, followed by **Pakistan Petroleum Limited (PPL)** with Rs90 billion.
The **Water and Power Development Authority (WAPDA)** recorded a profit of Rs56.7 billion, while **Karachi Port Trust** posted Rs35.5 billion in profits. The **Port Qasim Authority** also reported profits exceeding Rs35 billion.
It is worth noting that in fiscal year 2023-24, state-owned enterprises had collectively recorded losses of Rs851 billion, indicating a slight reduction in overall losses during FY2024-25.
