Karachi Police Chief Outlines New SOPs for SHO Appointments, Vows Accountability

Karachi: Karachi Police Chief Arzad Khan has detailed the process for the appointment of Station House Officers (SHOs) and discussed various aspects of policing in the city during an informal conversation with journalists.

Speaking openly, the Police Chief emphasized that in today’s fast-paced social media era, the police must gradually align with modern standards and practices. He expressed a personal commitment to the city, saying Karachi shaped his education and career, and now, as police chief, he hopes to give back to its citizens.

Acknowledging street crime as the city’s most pressing challenge, he clarified that while negative perceptions sometimes exaggerate reality, criminal activities in Karachi remain a serious concern. He noted that although the law-and-order situation improved after the difficult years of 2012-2013, more work is needed.

The Police Chief also raised concerns over the investigation system, pointing out that low conviction rates highlight gaps between the police, prosecution, and judicial processes. He stressed the importance of improving the training, efficiency, and professionalism of investigative officers.

Regarding police welfare, he said that officers must be provided with respect, motivation, and conducive working conditions to ensure better performance. On organized crime and drug-related offenses, he warned that such activities cannot thrive without police complicity, and accountability will be enforced at every level.

Discussing challenges such as entrenched mafias, political pressure, and financial interests, he emphasized that integrity and reputation are his greatest assets and that no compromise will be tolerated. He concluded that with sincerity, hard work, and transparent leadership, police reforms are achievable, and collaboration with journalists can further improve policing.

Addressing the appointment of local police officers, he announced minor changes in the criteria for SHOs: candidates must have resided in Karachi for at least one year. He clarified that he will not personally appoint any SHOs; the authority rests with the district SSPs, whose responsibility for officers’ performance will also be evaluated. He explained, “If I appoint an SHO myself, how can I hold SSPs accountable for their performance?”
