Lahore to Celebrate Three-Day ‘Safe Basant’ with Strict Regulations Under Kite Flying Ordinance 2025

Lahore: The Lahore administration has decided to hold a three-day “Safe Basant” festival with the enforcement of strict rules under the Kite Flying Ordinance 2025 to ensure public safety.

The decision was taken during an important meeting chaired by Lahore Commissioner Maryam Khan, which was attended by the DIG Operations Lahore, Chief Traffic Officer, Deputy Commissioner Lahore, Director Development, all assistant commissioners, and other relevant officials.

The commissioner directed all departments to ensure strict implementation of the official notification, emphasizing that the protection of human lives is the top priority and that no compromise will be made on safety during Basant.

According to the commissioner, Safe Basant will be celebrated in Lahore on February 6, 7, and 8, 2026, while the sale of kites and kite strings will be allowed only from February 1 to February 8, 2026. She categorically stated that kite flying will not be permitted in Lahore before February 6, 2026.

Maryam Khan announced that during the three-day festival, no motorcycle will be allowed on roads without safety rods or wires, and all riders must strictly follow prescribed safety measures.

She further stated that the manufacturing of kites and strings will only be permitted within Lahore district, while administrations in other districts have been instructed to launch strict crackdowns against kite flying and related businesses. Assistant commissioners were ordered to take immediate action, with a warning that no negligence will be tolerated.

The Lahore Division Commissioner also directed neighboring districts to take firm measures against kite flying in their respective areas.

The meeting was informed that online registration of manufacturers, traders, and sellers has begun through the e-Biz app, and only registered individuals will be allowed to conduct kite and string businesses. All registered entities must display their registration certificates prominently at their premises.

The commissioner added that the production and trade of approved kite sizes and permitted string types will only be allowed until February 8, 2026, and the use of any material other than what is specified in the ordinance and notification will be strictly prohibited.

Calling Safe Basant a cultural festival, Maryam Khan said all departments will fully cooperate with the district administration and police to ensure a safe celebration. She warned that strict legal action will be taken against violations of the Kite Flying Ordinance 2025.

She also appealed to citizens to play their responsible role so that Basant can be celebrated with joy and safety.
