Balochistan Launches “Early Warning System” in Schools to Curb High Dropout Rates

Quetta: In a landmark move to reduce the alarming school dropout rate, Balochistan has introduced an “Early Warning System” (EWS) in government schools for the first time.

Balochistan, despite being rich in natural resources and the largest province in Pakistan by land area, faces a severe educational crisis. According to official data, the primary-level dropout rate stands at 59%, with 61% of boys and 59% of girls leaving school before completing primary education.

Key factors contributing to this situation include poverty, child labor, long distances to schools, and a lack of basic educational facilities.

To address these challenges, the Government of Balochistan has taken a historic step by implementing the Early Warning System, aimed at safeguarding children’s educational future. The system will identify, in real time, students who are at risk of dropping out due to behavioral issues, declining academic performance, or frequent absenteeism.

The initiative is based on a detailed study conducted between 2016 and 2021 by the School Education Department Balochistan in collaboration with UNICEF and the Global Partnership for Education (GPE).

Under the vision of Chief Minister Mir Sarfraz Bugti and Provincial Education Minister Raheela Hameen Durrani, the Early Warning System has been developed to ensure continuity in children’s education.

Through specialized software, the system will regularly monitor each student’s performance, attendance, and engagement. If a student shows consistent decline—whether academically or in attendance—the system will automatically categorize them as “high risk.” Once identified, schools will work closely with parents to implement targeted interventions and support the child.

The system utilizes OMR sheets and digital scanning, making it fully structured and scientifically driven. The School Education Department has also completed specialized training for teaching staff in Quetta and other summer-zone districts of Balochistan to ensure effective implementation of the initiative.

Officials believe this groundbreaking system will play a crucial role in reducing dropout rates and improving the overall quality of education across the province.
