Karachi Parking Dispute: Sindh High Court Says “Govern, But Under the Law”

KARACHI: The Sindh High Court (SHC) has expressed displeasure over the ongoing parking fee dispute in Karachi, remarking that the government must operate within the framework of the law.
The case was heard on a petition filed by a private departmental store against multiple parking fee demands. During the proceedings, the petitioner’s counsel argued that the Karachi Metropolitan Corporation (KMC) had granted permission for parking on Rashid Minhas Road and that monthly payments were being made to the KMC. However, Gulshan-e-Iqbal Town had also issued a challan for parking and related charges, while Karachi Central Town administration had served a notice for parking fee collection as well.
The court showed anger over roads being designated for parking. Justice Muhammad Iqbal Kalhoro remarked: *“How can parking be allowed on public roads? If you want to govern, do so, but at least under the law.”*
He further noted that whenever the court issues an order, the government complains about interference in its affairs: *“This has become a trend—whenever the court directs something, the government raises objections of obstruction.”*
The SHC observed that the issue lies between KMC and the town administrations, questioning why they cannot resolve it themselves. The court granted the petitioner time to withdraw the case.
