Balochistan Assembly Passes Special Privileges Amendment Bill 2025 to Enhance Security for Lawmakers

Quetta:The **Balochistan Assembly** on Thursday passed the *Balochistan Provincial Assembly (Special Privileges Amendment Bill 2025)* with a majority vote, aimed at providing **enhanced security and protection** to the Speaker, Deputy Speaker, Ministers, Opposition Leader, Parliamentary Secretaries, and all Members of the Assembly.
The bill was presented by **Provincial Health Minister Bakht Mohammad Kakar** on behalf of the government and was approved after extensive discussion. Lawmakers described it as a **“necessary step”** to safeguard the democratic process and allow elected representatives to perform their constitutional duties **without fear or pressure**.
According to the new law:
* The **Speaker** will be provided with at least **10 security personnel**.
* The **Deputy Speaker and Provincial Ministers** will each receive **8 security officials**.
* The **Opposition Leader** will be assigned **6 personnel**.
* **Parliamentary Secretaries** will have **2 security staff**.
* All **other Assembly members** will be allocated **6 personnel** each.
Chief Minister **Mir Sarfraz Bugti**, while outlining the rationale, said that given the province’s **sensitive security environment**, public representatives often face threats, making state-provided protection essential.
He noted that many lawmakers currently rely on **untrained private guards**, which poses risks due to lack of professional training. The deployment of **trained government security personnel** would ensure safety while maintaining discipline.
The Assembly emphasized that whether lawmakers belong to the **government or opposition**, they must be able to represent the people freely, ensuring a **safe and effective legislative process**.
