Balochistan Cabinet Approves Landmark Reforms for Inclusive Development

Quetta: Chief Minister Balochistan Mir Sarfraz Bugti chaired the 19th meeting of the provincial cabinet, where significant decisions were made to promote development, public welfare, and good governance. The meeting reviewed the progress on previous decisions and endorsed several key initiatives.
The cabinet approved the establishment of an **Endowment Fund for Minority Welfare** to ensure equal opportunities and improved facilities for minority communities. It also endorsed the **Provincial Aviation Strategy** and a three-year **Aviation Development Plan (2025–2027)** aimed at modernizing air travel infrastructure in the province.
In recognition of a recent successful emergency air rescue that saved three lives in Turbat, the Chief Minister and cabinet members lauded the Director of Aviation and his team. The cabinet further approved granting **tehsil status to Sakran and Karbala**, bringing basic facilities closer to local populations.
For the first time in the province’s history, the cabinet approved a **Transgender Policy** to safeguard rights and promote socio-economic inclusion of the community. Additionally, it endorsed the **Law of Evidence (Amendment) Bill** moved by MNAs Shazia Marri and Qadir Patel, as well as the **Constitutional Amendment Bill 2024** presented by MNA Riaz Fatyana.
On the recommendation of the Home Department, the cabinet imposed a ban on **hate-promoting publications** to encourage harmony and tolerance. It also approved the integration of **Technical Education and Vocational Training Institutes** under BTEVTA and sanctioned the establishment of a **state-of-the-art Prince Fahd Hospital in Dalbandin**.
In compliance with a Supreme Court ruling, the old names of **Khaliqabad and Shaheed Sikandarabad** districts were restored. The cabinet further approved the **Hospital Waste Management Rules 2025** to ensure safe and efficient disposal of medical waste.
In a humanitarian move, the cabinet exempted **World Food Program consignments bound for Afghanistan** from development charges. It also appreciated the Social Welfare Department’s actions to clear drug addicts from Sari Nala and formed a committee to review these efforts.
The meeting also deliberated on agenda items related to livestock, local government, law, forestry, revenue, science and IT, mines and minerals, higher education, social welfare, and communication and works departments.
Addressing the meeting, CM Sarfraz Bugti said the cabinet’s decisions reflect transparency, inclusivity, and long-term development. *“Our government is committed to protecting the rights of all segments, including minorities, women, and the transgender community. Major projects in health, education, and infrastructure are being launched to provide better facilities to the people,”* he emphasized.
The Chief Minister added that the cabinet’s steps are a clear demonstration of **good governance and sustainable progress**, ensuring a prosperous future for Balochistan.
