Khushal Kakar Calls for New Social Contract and Real Federation at APC Led by ANP

Islamabad/Quetta:Chairman of the **Pashtunkhwa National Awami Party (PNAP)**, **Khushal Khan Kakar**, addressed an **All Parties Conference (APC)** held under the leadership of **Awami National Party (ANP) President Aimal Wali Khan**, expressing deep concerns over Pakistan’s political and economic trajectory, particularly the exploitation of **Pashtun and Baloch resources** and the ongoing **marginalization of smaller provinces**.

In his address, Kakar **thanked ANP and Aimal Wali Khan** for their consistent efforts to bring political forces together and create a joint platform to highlight the **issues of the Pashtun and Baloch nations**. The APC was attended by PNAP senior leaders, including **Raza Mohammad Raza**, **Nasrullah Khan Zerey**, **Advocate Ashraf Hoti**, **Inayat Khan Achakzai**, and representatives from **Pashtunkhwa SO Punjab**.

Kakar stated that **terrorism remains the gravest challenge** facing Pakistan today, and lamented the **loss of thousands of lives** and **billions in economic damage** due to “foreign wars.” He accused global powers of **eyeing Pakistan’s rare earth elements (REEs)**, with China maintaining dominance and the US seeking influence. However, instead of utilizing these resources for national development, Kakar alleged that **Pakistan’s establishment is facilitating foreign control** over them.

He strongly criticized the **alleged exploitation of Pashtun and Baloch lands and people for Punjab’s benefit**, claiming that:

> “Blood is being shed, resources looted, and lands handed over while our nations are being buried under debt.”

He demanded **accountability for these injustices** and called for equitable resource sharing.

On **Afghanistan**, Kakar referred to the **Taliban’s return** as a **pre-planned global strategy**, criticizing Pakistan’s **incoherent Afghan policy**, which swings between welcoming and demonizing the Taliban. He advocated for **citizenship rights for Afghan refugees** who have contributed to Pakistan for over 50 years, citing international humanitarian standards.

Kakar further said:

> “Pakistan has become a country allergic to peace. Anyone who talks about peace is jailed. From Ali Wazir to Mah Rang Baloch — all were punished for raising their voice.”

He warned that **attempts to erase Pashtun and Baloch identities** will never succeed and that unresolved grievances could lead to **spontaneous resistance movements** that may spiral beyond control.

Emphasizing structural reform, Kakar reiterated that **Pakistan must operate as a true federation**, where only four ministries remain with the federal government, and the rest are **fully devolved to the provinces**. He called for a **new social contract**, arguing:

> “Without provincial autonomy and self-made policies, real solutions are impossible.”

He criticized the **parliament’s lack of power**, claiming decisions are made elsewhere, while the judiciary and institutions fail to act in the **public interest**, referencing **anti-people legislation** such as the **Mines and Minerals Bill**.

Kakar concluded with a call for **unity among smaller political parties**, asserting that **mainstream parties have repeatedly betrayed regional aspirations**:

> “It is time for smaller parties to unite and launch an effective movement to safeguard the rights of oppressed nations.”

The address reflected growing dissatisfaction among regional leaders over the **federal structure, resource distribution, and representation** — marking a strong push for **reform, autonomy, and equitable governance** in Pakistan.
