Increasing Use of Foreign SIM Cards in Pakistan Poses Security Risks and Legal Concerns

The growing trend of using foreign-issued SIM cards in Pakistan has become a serious concern for law enforcement agencies, as it poses potential security threats while also being exploited for social media monetization. Foreign SIM cards, especially from the UK, enable access to TikTok, WhatsApp, and other social media platforms’ monetization features, which are limited in Pakistan.

The Federal Investigation Agency’s (FIA) Cyber Crime Wing has been conducting nationwide operations to curb the sale and use of these illegal SIM cards. Last week, FIA’s Additional Director, Waqaruddin Syed, revealed in a press conference that not only are these SIM cards being used for illegal activities within Pakistan, but they are also involved in international cybercrimes. According to Syed, UK-issued SIM cards have become particularly popular for such crimes. To date, 44 individuals have been arrested, and over 8,000 international SIM cards have been seized.

The popularity of foreign SIM cards is fueled by their low prices and pre-activation features, making them attractive to buyers. In addition, these SIM cards offer affordable international calls and tax-free services, which are much cheaper compared to local mobile networks.

Social media has significantly increased the demand for these SIM cards, as they provide an opportunity for users to monetize their social media accounts by using foreign locations. This gives them access to increased earning potential, which is not possible with local Pakistani SIM cards.

In response to the growing issue, the Pakistan Telecommunication Authority (PTA) implemented measures to limit the use of foreign SIM cards. In 2018, a law was enacted that banned foreign SIM cards from being activated in Pakistan and required them to be registered with a Pakistani number for identification purposes. The goal of this law was to prevent their use for terrorism and other illegal activities.

Recently, PTA and FIA have initiated a nationwide crackdown on those selling illegal SIM cards. The authorities have conducted raids in cities such as Abbottabad, Skardu, Peshawar, Lahore, and Sialkot, arresting several suspects involved in the illegal trade. Strict regulatory measures are being enforced to prevent the distribution and sale of foreign SIM cards, with legal action to be taken against violators.

An FIA official stated that the use of foreign SIM cards has become a significant security threat, with terrorist organizations and criminal groups exploiting them for their own agendas. Due to the lack of identification and monitoring of these SIM cards, it becomes challenging for security agencies to track communications, making it difficult to gather timely intelligence on terrorist attacks, phone scams, and other illegal activities.
