Bar Council Member Questions Balochistan High Court’s Tender Process for Development Projects

Quetta: Pakistan Bar Council member Munir Ahmed Khan Kakar has raised concerns over tenders issued for development projects linked to the judicial system in Balochistan, questioning the legal framework under which such tenders have been invited.
In a statement, Kakar specifically referred to tenders related to solarization projects and their allocation process, arguing that they have given rise to serious questions regarding transparency and institutional roles. He asked under which law the Balochistan High Court was issuing tenders and whether such functions should instead fall within the domain of government departments.
Kakar stated that while the judiciary’s primary responsibility is the administration of justice, involvement in development projects and contract-related matters could raise concerns about transparency, accountability, and institutional focus.
He further questioned whether all procedures related to the tenders and contract awards had been carried out in accordance with the rules and regulations of the Balochistan Public Procurement Regulatory Authority (BPPRA). He called for clarity on whether proper safeguards had been followed to ensure transparency in the allocation of contracts.
The Bar Council member also raised questions about the availability of technical expertise within judicial institutions to evaluate project planning, design, quality standards, and implementation. He suggested that these issues warrant public scrutiny to ensure that development projects are managed in accordance with established legal and administrative procedures.
Kakar emphasized that judicial institutions should remain focused on their constitutional role of delivering justice and expressed concern that involvement in development and procurement matters could affect public confidence in institutional transparency and independence.
