EU Fails to Reach Consensus on Suspending Ties with Israel Amid Divisions Over Gaza Situation

Brussels: European Union foreign ministers have failed to reach an agreement on a proposal to partially suspend relations with Israel, exposing deep divisions within the bloc over the situation in Gaza and the West Bank.
EU foreign policy chief Kaja Kallas said that proposals to suspend ties with Israel remain on the table, but cannot be implemented without majority support from member states. Speaking to the media after a meeting of EU foreign ministers in Brussels, she confirmed that there is currently no consensus to allow a shift in policy.
Several member states, including Ireland, Spain, and Slovenia, expressed serious concerns over the humanitarian situation in Gaza and alleged violence by Israeli settlers in the West Bank, calling for a partial suspension of agreements with Israel.
Spain’s Foreign Minister José Manuel Albares said that relations with Israel cannot continue as normal under the current circumstances. Spanish Prime Minister Pedro Sánchez has also previously called for ending agreements with Israel.
Belgium’s Foreign Minister Maxime Prévot described the level of violence in the West Bank as “unprecedented” and raised concerns over adherence to human rights principles.
In contrast, Germany rejected the proposal, maintaining that issues with Israel should be addressed through “constructive dialogue.”
Under EU rules, such a decision requires support from a majority—or in some cases unanimity—among the 27 member states, which currently appears unlikely.
Human rights organizations, including Amnesty International, have criticized the EU’s stance, calling it a “moral failure.”
Meanwhile, Israel has accused its critics, particularly Spain, of double standards and political bias.
The European Union stated that it continues to monitor the situation and may consider possible measures in the future, but no final decision has been made so far.
