Sindh High Court Orders Formation of Committee to Monitor Foreign-Funded Projects

Karachi: The Sindh High Court has directed the formation of a committee to monitor foreign-funded projects being executed by the Sindh government. In compliance with the court’s order, the Sindh government has established a high-powered committee, headed by the Chief Secretary, to oversee these projects in the education sector.
The ruling comes after the Sindh High Court had earlier ordered the removal of officers working on deputation for large projects, including Ashiq Hussain Khoso, Rizwan Somro, and Gulzar Abro. The Sindh government filed an appeal against this decision in the Supreme Court. However, the High Court upheld its decision and issued the order for a monitoring committee to ensure the proper utilization of foreign funds.
The newly formed six-member committee, led by the Chief Secretary, includes the Chairman of the Planning and Development Department, the Secretary of the School Education Department, a representative of the Chief Minister’s Inspection Team, and the Deputy Commissioner of the relevant district.
The committee will conduct a comprehensive review of foreign-aided projects under the School Education Department. It will also provide guidelines to Steering Committees to devise strategies for completing these projects. The committee will also examine reports on fund utilization submitted by the Steering Committees and ensure compliance with the donor agencies’ guidelines.
Furthermore, the committee will evaluate the performance of the Steering Committees concerning ongoing projects and will guide them to ensure timely completion as per the specified deadlines.
