Khyber Pakhtunkhwa Assembly Rejects Proposal to Merge Haripur and Abbottabad with Islamabad
PESHAWAR: The Khyber Pakhtunkhwa (KP) Assembly has unanimously rejected any proposal, plan or move to merge Haripur, Abbottabad or any other district of the province with the federal capital, Islamabad.
The provincial assembly passed a unanimous resolution expressing its firm commitment to protecting the province’s geographical integrity, constitutional status and provincial autonomy. The house also called on the federal government to immediately abandon any such proposals.
The resolution was presented by Chief Whip Akbar Ayub. It stated that every district of Khyber Pakhtunkhwa, including Haripur and Abbottabad, is an integral part of the province and cannot be separated under any circumstances.
It further stated that any administrative, political or economic change to the provincial boundaries would be contrary to the rights of the people, provincial autonomy and constitutional principles.

The resolution warned that any such move could worsen the law and order situation in the province and create serious concerns among the people.
Protection of Natural Resources
The resolution also emphasised that Khyber Pakhtunkhwa’s water resources, hydropower projects, minerals, forests and other natural resources are the constitutional rights of the province and its people.
It said that any direct or indirect attempt to gain control over these resources would not be acceptable.
The assembly maintained that Pakistan’s strength lies in its federal structure, supremacy of the Constitution, provincial autonomy and equal respect for all federating units.
It warned that unilateral changes to the geographical boundaries of any province for political purposes or personal interests could undermine national unity, inter-provincial trust and the federal system.
Demand for Immediate Withdrawal of Proposals
The provincial assembly demanded that the federal government immediately abandon all proposals concerning the inclusion of Haripur, Abbottabad or any other KP district in Islamabad and fully respect the province’s constitutional and geographical status.
The resolution stated that the people of KP, the elected assembly and the provincial government would use every constitutional, democratic and peaceful means to protect the province’s geographical integrity, constitutional rights, provincial autonomy and natural resources.
The house also appealed to political parties, elected representatives, lawyers, civil society, youth and the media to adopt a united stance for the protection of the province’s rights.
The assembly warned the federal government against making any unilateral changes to the province’s boundaries, saying such a step would be unacceptable to the people of Khyber Pakhtunkhwa and could negatively affect inter-provincial harmony, national unity and the federal structure.
