Finance Ministry Simplifies Time Scale Promotion Policy for Federal Employees
ISLAMABAD: The Ministry of Finance has announced a significant decision to simplify the implementation of the Time Scale Policy for federal government employees in Basic Pay Scales (BPS) 1 to 16, aiming to remove ambiguities and streamline the process.
According to the ministry, all federal ministries and relevant departments have been directed to implement the revised policy.
Under the new guidelines, eligible federal employees who have completed 10 years of service will be able to qualify for their first time-scale promotion, providing career progression opportunities for staff who have remained in the same post for extended periods.
The Finance Ministry also clarified that BPS-16 assistants who have been promoted to the grade are eligible for time-scale benefits. In addition, employees on Ex-Pakistan Leave and those on Half Average Pay Leave, provided they otherwise meet the eligibility criteria, have also been included under the policy.
According to the Office Memorandum issued by the ministry, approval from the relevant Time Scale Committee and the competent authority will remain mandatory before any time-scale promotion is granted.
Officials said the decision is intended to make the system for granting service benefits more transparent and effective, ensuring that eligible employees receive benefits in accordance with the applicable rules.
The revised policy is expected to benefit a large number of federal employees in BPS 1 to 16 who have been awaiting career progression or service-related benefits for several years.
