Government Introduces “Apna Ghar Scheme” Offering Loans up to Rs1 Crore for Home Construction

Islamabad: The government has announced a major housing initiative under the “Apna Ghar Scheme,” aiming to help citizens build or purchase their own homes with easy financing options of up to Rs1 crore.
According to details, the initiative being launched under Prime Minister Shehbaz Sharif is designed to provide affordable housing loans to low and middle-income groups across the country.
The State Bank of Pakistan has also taken key steps to reduce delays in housing loan approvals and has introduced relaxed regulations to support the scheme.
Under the new framework, banks and housing finance companies will be required to process loan applications within 15 days. The debt-to-income ratio has been set at 65%, while income-based lending criteria have also been introduced.
For properties worth up to Rs5 million, internal valuation by banks will be allowed, while properties above this value will require certified valuators.
Officials said citizens will be able to apply for loans ranging from Rs2.5 million to Rs10 million for home construction or purchase, with repayment periods of up to 20 years. The government will cover up to 90% of the property cost, while borrowers will contribute only 10%.
The markup rate has been structured to reduce financial burden: a fixed 5% markup will apply for the first 10 years, followed by a standard rate for the remaining period.
Monthly installments have been estimated as follows: Rs16,499 for a Rs2.5 million loan, Rs32,997 for Rs5 million, Rs49,497 for Rs7.5 million, and Rs65,996 for Rs10 million.
Applicants must hold a valid CNIC and should not be defaulters of any bank. Loans will be available through Islamic banks, commercial banks, microfinance banks, and the House Building Finance Company (HBFC).
Applications will be submitted online through the Ministry of Finance portal, with approvals expected within one month. The scheme will be jointly monitored by the State Bank of Pakistan and the Pakistan Housing Authority Foundation, and no upfront fee will be required from applicants.
