Court Frames Charges Against Former KMC Officials in Rs80 Crore Corruption Case

Karachi: An anti-corruption court in Sindh has formally framed charges against former officials of the Karachi Metropolitan Corporation (KMC) in a case involving alleged embezzlement, fraud, and misuse of authority amounting to over Rs80 crore from development funds.
The accused include former KMC Director General Technical Services Shabbih-ul-Hassanain, former Director Parks (DMC East) Toqeer Abbas, former Director Finance and Planning & Development (Central) Nazish Raza, Superintendent Engineer KMC Samad Jalbani, and others.
According to court proceedings, all accused officials pleaded not guilty after charges were framed. The court subsequently summoned the investigating officer and prosecution witnesses and directed them to appear on May 19.
The case was initiated following a complaint filed by Zia-ul-Islam with the Anti-Corruption Establishment. The complaint alleged large-scale corruption in development projects across several areas, including Shahrah-e-Faisal, Mewa Shah Graveyard Road, and roads near CPO and other localities in Karachi.
Investigators allege that more than Rs80 crore was embezzled from KMC development funds through fake tenders and manipulation of public works projects. The accused are also charged with violating SPPRA rules.
The report further states that PC-1 documents and offer rates were illegally altered, and official authority was misused to award inflated contracts to favored contractors. These actions reportedly caused significant financial losses in road repair and construction projects.
The court will continue proceedings after recording witness statements at the next hearing.
