Khushal Khan Kakar Calls for United Pashtun and Saraiki Provinces in Maiden National Assembly Speech

Islamabad — Khushal Khan Kakar, chairman of the Pashtunkhwa National Awami Party and a newly elected member of the National Assembly of Pakistan, delivered his maiden speech in parliament, emphasizing federalism, constitutional autonomy for provinces, and the creation of new provinces.

During his address, Kakar thanked voters, supporters, and party workers from his constituency and stated that Pakistan is not merely a geographical entity but a social contract among five major nations, whose strength lies in genuine federalism, constitutional autonomy for national units, and local control over resources.

Referring to the Lahore Resolution, adopted on Pakistan Day on March 23, 1940, he proposed a parliamentary system in which the federation would be limited to defense, currency, foreign policy, and communications, while other powers would remain with autonomous national units so that provinces become the real centers of authority.

Kakar also stressed the need for a new Charter of Democracy to ensure parliamentary supremacy and the rule of law. He demanded full implementation of the Eighteenth Amendment to the Constitution of Pakistan until a true federal system is achieved and called for the repeal of the 26th and 27th constitutional amendments.

The PkMAP leader further called for the creation of a united Pashtun province comprising Khyber Pakhtunkhwa, Attock District, Mianwali District, and southern Pashtun regions, as well as a separate Saraiki region province.

In his speech, Kakar also condemned the wars imposed on Pashtun regions, claiming that the state fought foreign conflicts at the request of the United States, which led to widespread destruction, displacement of millions, and the loss of lives among scholars, students, traders, and civilians. He further criticized the alleged racial profiling and discrimination faced by displaced Pashtuns in different cities, calling such behavior unacceptable.
