Balochistan High Court Expresses Anger Over Delay in Harnai–Sibi Road Project Feasibility

Quetta: The Balochistan High Court has expressed strong displeasure over delays in the feasibility and design work of the Harnai–Sibi Road project, summoning senior officials to appear in person at the next hearing.
The constitutional petition was heard by a two-member bench headed by Chief Justice Muhammad Kamran Khan Mullahkhel. During the hearing, the court observed that the proposed Harnai to Sibi road via Spin Tangi remains stalled because the feasibility study and technical work have not yet been completed.
The court ordered that the complete feasibility report, drawings, and technical maps must be presented at the next hearing without fail.
During the proceedings, the petitioner’s counsel argued that despite a letter issued on May 20, 2024, the provincial Communication and Works Department had failed to complete the necessary steps. Due to delays by the provincial government, the revised PC-I for the project has also not been finalized.
The bench questioned why earlier court orders had not been implemented and warned that if the project is not presented during the current financial year, it may not be included in the Public Sector Development Programme (PSDP). Officials noted that the deadline for submitting PC-I proposals for the next fiscal year is March 30, 2026.
The court directed the Secretary of the C&W Department to appear in person at the next hearing and also ordered the National Highway Authority member for Balochistan to attend the proceedings.
Copies of the court orders were also directed to be sent to the offices of the Additional Attorney General and Additional Advocate General to ensure implementation. The hearing was adjourned until March 12, 2026.
