Despite Geopolitical Challenges, Pakistan Maintains Reform Momentum: Mashal Pakistan Releases Pakistan Reforms Report 2026

Islamabad: Mashal Pakistan has released the Pakistan Reforms Report 2026, highlighting that despite challenging geopolitical conditions, the country’s reform momentum has remained steady.

According to the report, significant progress has been made in governance, with over 600 reforms implemented across 135 institutions in a single year—a fivefold increase compared to the previous year.

The energy sector led the reform agenda, accounting for 40% of all implemented measures. New agreements with Independent Power Producers (IPPs) are expected to save approximately PKR 1.4 trillion.

The report also notes that more than 200 reforms were implemented through digital platforms as part of the Digital Pakistan initiative. Progress has been recorded in the Reko Diq project, and under the new gas policy, investment targets of $11 billion have been set. The government has reiterated its commitment to transitioning from short-term stability to building long-term state capacity.

Structural changes were also recorded in the law, justice, and IT sectors. The reform process has enhanced Pakistan’s global reputation and emphasized alignment with the United Nations’ Sustainable Development Goals.

Addressing the launch ceremony, Federal Minister for Climate Change Dr. Musadik Malik emphasized that transparency and evidence-based policymaking remain non-negotiable, noting that fact-based reform reporting increases public trust.

Mashal Pakistan CEO Aamir Jahangir stated that the report documents governance reforms and reflects the growing maturity of the reform process. The 2026 edition aims to provide a comprehensive record of Pakistan’s ongoing reform journey.
