Reference Filed in Supreme Judicial Council Against Islamabad HC Judge Over Son’s Fatal Car Accident

Islamabad – A reference seeking disqualification of Islamabad High Court (IHC) Justice Muhammad Asif has been filed before the Supreme Judicial Council (SJC) by prominent lawyer Colonel (Retd) Inam-ur-Rahim.

In the petition, Colonel Inam-ur-Rahim named Justice Muhammad Asif as the respondent, alleging that the judge misused his official position to exert pressure on the legal heirs of two deceased girls to secure personal advantage.

According to the reference, on December 2, 2025, at approximately 1:30 a.m., Justice Asif’s 16-year-old son, Abuzar, was driving a non-custom paid vehicle at high speed with a fake number plate near Secretariat Chowk on Constitution Avenue, Islamabad. The vehicle allegedly struck two young women who were returning home on a scooter after work.

The petitioner claimed that when Justice Asif arrived at the accident site, one of the girls was still alive, and timely assistance could have saved her life. However, the judge allegedly prioritized protecting his son and his friends, resulting in both victims dying at the scene.

Following the incident, FIR No. 654/25 was registered at Secretariat Police Station under Sections 322, 279, and 427 of the Pakistan Penal Code (PPC). The petition stated that while Section 322 PPC allows for settlement through diyat (blood money) under law and Shariah, the accused should have appeared before the authorities following proper legal procedures. The petitioner alleged that undue pressure and irregular measures were employed, violating Article 2 of the Judges’ Code of Conduct, which expects judges to uphold the law and act with integrity.

The petitioner has requested the SJC to investigate the allegations and submit the findings to the President of Pakistan for a decision to ensure justice.
