Landowners Protest QDA’s Attempt to Launch Dairy Farm Scheme on Disputed Land Despite Court Stay Order; Fears of Violence Rise in Quetta

**Quetta:** Landowners of *Mouza Khushkaba Zhoor Aghberg* have strongly protested against the Quetta Development Authority (QDA) for allegedly attempting to initiate a dairy farm scheme on a piece of land that is already under a court-issued stay order. The landowners — including **Malik Aslam Bazai, Muhammad Yousaf Bazai, Habib ur Rehman, Atiq Ullah, Ahmadullah, Islam Muhammad, Shamsullah, and Zafarullah** — say the property dispute has been pending before relevant authorities for years.

The landowners revealed that only a few months earlier, the same disputed land became the center of violent clashes between opposing parties, resulting in multiple injuries. The incidents were widely reported by social and mainstream media. They warn that any developmental activity on the land could once again trigger a serious law-and-order situation.

According to the landowners, the Additional Commissioner has already issued a stay order over the land, while matters related to the new settlement of the Mouza remain under adjudication in the High Court and before the Commissioner Quetta. They argue that despite these ongoing legal proceedings, QDA’s efforts to purchase or develop the land constitute a clear violation of judicial directives.

They further alleged that certain QDA officials are colluding with a private mafia group that previously sold plots on the same disputed land illegally. Now, the same group is allegedly planning to resell the land to a government institution at an inflated price using fake documents — a move that could cause substantial financial loss to the national exchequer.

The landowners also revealed that the private developer involved in the deal operates three to four housing schemes in Nawan Killi without any QDA-issued No Objection Certificate (NOC), and multiple cases against the developer are already under investigation by the Anti-Corruption Establishment.

Appealing to the **Chief Minister of Balochistan, Chief Secretary, Chief Justice, DG NAB, and DG Anti-Corruption**, the landowners demanded immediate intervention to halt the proposed dairy farm scheme and all related land acquisition activities. They warned that failure to act could lead to potential bloodshed.

They urged authorities to allot an alternative, undisputed government-owned land for the dairy farm project and to launch strict legal action against all government and private parties allegedly involved in the matter.

The landowners made it clear that they will not surrender their ownership rights and will continue their resistance through all legal and democratic means available.
