Three Retired Officers Linked to Fake Quarters Allotment in Pakistan Railways

Lahore: Three retired officers have been implicated in a major scam involving the allotment of residential quarters in Pakistan Railways using forged documents. Key employee Adil Shehzad has submitted a written statement regarding the scandal.

According to Shehzad’s statement, nearly twenty employees, ranging from clerks to civil engineers and station superintendents, were involved in the fraudulent allotments. Documents obtained by *Express News* reveal that Shehzad played a central role in facilitating the allotment of quarters but claimed he is being wrongly blamed.

Shehzad alleged that fake documents were used in his own case as well and accused a coordinated group of employees—including state inspectors, clerks, photocopier staff, and executives—of orchestrating the scam. The three retired officers implicated in the scheme are former executives Khalid Hasan, Qazi Badar, and Faisal Imran, who reportedly collaborated with their head clerks and foremen to create backdated documents to allot quarters in prime locations while avoiding detection.

The network allegedly included Waqas Zigham, Hafiz Umair, Haseeb, Rehan Qureshi, Rana Imran, Waqas Tariq, Inspector Rashid, Rasheed Qasim, Zeeshan Shahid, Anis, Mubarak Ali, Owais, and Zahid.

Shehzad further claimed that employees vacating a quarter would receive between PKR 700,000 and higher, while those obtaining the quarters paid between PKR 500,000 and 1 million in installments. He said the money was distributed among the conspirators, but now all blame is being shifted onto him.

Citing threats to his life and his own health issues, Shehzad stated he went into hiding but maintains that all allegations against him are baseless.
