Governor Mandokhail Says Uniform Statutes for Balochistan’s Public Sector Universities Will Improve Governance and Education Standards

QUETTA:Balochistan Governor Jafar Khan Mandokhail has said that the implementation of “Uniform Statutes & Rules” across all public sector universities in the province will have a positive impact on management, governance, financial stability, and the quality of education.
He noted that the framework would ensure a uniform administrative structure, eliminate inconsistencies among universities, and enhance overall academic standards and international recognition. “This will promote equal opportunities for development and benefit all stakeholders on an equal basis, ultimately paving the way for a fair, inclusive, and globally competitive education landscape,” the governor remarked.
He was speaking during a briefing by the special committee formed to draft the statutes for Balochistan’s universities. The briefing was attended by the Governor’s Principal Secretary Kaleemullah Babar, and committee members including Dr. Mansoor Ahmed (Pro-Vice Chancellor, University of Turbat), Dr. Raheela Umar (Pro-Vice Chancellor, Women’s University), Hafiz Noor Muhammad (Section Officer, Governor’s Secretariat), Muhammad Ahsan Achakzai (Registrar, BUITEMS), Aurangzeb Shah (Registrar, Bolan Medical University, Quetta), Nasir Rehan (Director Finance, University of Loralai), and Manzoor Hussain (Director HR, BUITEMS).
The governor appreciated the committee for finalizing the draft after seven months of extensive work and 51 meetings. He praised the members’ hard work and commitment, describing their efforts as exemplary.
Governor Mandokhail also directed the committee to extend its work to prepare statutes for other matters such as transport, hostel management, and medical allowances. He instructed that the draft must clearly define the powers of vice-chancellors and pro-vice chancellors before submission to the review committee.
He further advised that the Higher Education Commission (HEC), with its vast experience, should be consulted in developing policies on inter-university transfers and postings, as well as frameworks for staff protection and compensation.
