FAPUASA Balochistan Rejects Govt Notification, Warns of Complete University Shutdown from June 2

Quetta:The Balochistan chapter of the **Federation of All Pakistan Universities Academic Staff Association (FAPUASA)** and the **Academic Staff Association of the University of Balochistan** held a joint meeting, chaired by **Professor Dr. Kaleem Ullah Bareech**, to express strong opposition to the provincial government’s recent notification ending previously approved university allowances.
The meeting was attended by several key office bearers including Vice President Dr. Shabbir Ahmed Shahwani, General Secretary Fareed Khan Achakzai, Joint Secretary Madam Zehra Malghani, Press Secretary Rehmatullah Achakzai, Finance Secretary Prof. Dr. Sahibzada Baz Muhammad Kakar, and executive members Arbab Raza Kasi, Madam Farhana Umer Magsi, Dr. Mohibullah Kakar, Dr. Gul Muhammad, Masood Mandokhail, as well as representatives from Turbat University, BUITEMS, Loralai University, and others who joined online.
The joint session **rejected the government’s notification**, calling it illegal and a violation of decisions already approved by university policymaking bodies. FAPUASA demanded its **immediate withdrawal** and urged all vice chancellors not to implement it, demonstrating solidarity with faculty and staff.
> “If this illegal notification is enforced, all universities across Balochistan will be completely shut down from **Monday, June 2**, including boycott of classes and suspension of transport. The provincial government will bear full responsibility,” the statement warned.
The association also reviewed recent protest actions, including the successful observance of a **Black Day** on May 23–24 and a **pen-down strike** on May 26 as part of the **Balochistan Grand Alliance’s** broader movement against the ongoing financial crisis in public universities.
In a meeting with the Vice Chancellor of the University of Balochistan, ASA members requested that the university administration **not enforce the provincial notification**, noting that allowances such as utility allowance and the 5% deduction reversal were already approved by the university’s governing bodies and had been withdrawn **illegally under bureaucratic pressure**.
The meeting condemned what it described as **a discriminatory move** that deprives university staff of essential benefits while officers in other departments, including the Civil Secretariat and Governor House, continue to receive executive, utility, and house requisition allowances.
The association further demanded that the **provincial government allocate at least PKR 15 billion** to universities in the **2025–26 annual budget** to address the severe financial crisis and ensure sustainable higher education in the province.
