Up to Rs2 Million Fine for Damaging Safe City Camera Under New Islamabad Ordinance

Islamabad: President Asif Ali Zardari has approved an ordinance to protect Safe City cameras and surveillance infrastructure in Islamabad, introducing financial penalties for damaging the system.
Under the Islamabad Capital Territory Safe City Camera and Surveillance Infrastructure Protection and Damage Compensation Ordinance, a fine of up to Rs2 million may be imposed for each camera or piece of surveillance infrastructure that is damaged.
The ordinance also provides for penalties against anyone who damages the Safe City infrastructure or incites, encourages or provokes others to cause such damage.
If damage occurs during a public meeting, procession, sit-in, protest, strike or gathering, the organisers may also be held responsible for the resulting loss.
The amount of the fine and the cost of the damage will be determined by an authorised officer after providing the concerned parties an opportunity to be heard.
A person affected by the decision will have the right to appeal against the determination of the fine or compensation before the District and Sessions Judge, Islamabad, within 30 days.
In case of non-payment, the fine or compensation amount may be recovered as arrears of land revenue.
The ordinance further states that the money collected through fines and compensation will be used for the repair and replacement of Safe City cameras and surveillance infrastructure.
